Trump was never a fan of the established diplomatic norms that have been cultivated over decades and help ensure global pecking orders. Unfortunately, the rejection of the established international order has dire consequences for America’s global standing and our goals of encouraging democracy and peace. By pardoning people who were convicted of killing innocent civilians, Trump is implicitly proclaiming that citizens of other nations don’t matter enough to imprison an American.
