European Union ambassadors in Brussels moved closer to consensus on a significant package of sanctions targeting broad sectors of the Russian economy and individuals on Thursday, but were debating whether to keep President Vladimir V. The World is on alert as Russia decided to invade Ukraine and upend the global pecking order. The alliances and foreign relations will be put to the test in the next few months as this crisis unfolds in what could turn out to be the biggest foreign policy conundrum since the end of the last World War.
