There is no single culprit. Rather, a cascade of small decisions have led to increasingly long delays. The bloc was comparatively slow to negotiate contracts with drugmakers. Its regulators were cautious and deliberative in approving some vaccines. Europe also bet on vaccines that did not pan out or, significantly, had supply disruptions. And national governments snarled local efforts in red tape.

Europe must start making better choices and get in command of the Corona virus pandemic. The fact that Paris and parts of Italy are now back on a strict lockdown does little to reassure the European public or the rest of the World in their efforts to fight the Coronavirus. Vaccine distribution must be their number 1 goal in order to salvage their economy before the summer tourist season if they want to have any sort of economic stability for the rest of the year. America was off to a slow start but now has new leadership in command that is able to quickly adapt to a rapidly changing pandemic situation.
