An early-morning House vote to pass the sweeping pandemic aid measure only underscored the depth of partisan division over the proposal, which was opposed by every Republican. But the road ahead in the Senate is far bumpier, with a thicket of arcane rules and a one-vote margin of control threatening to imperil crucial aspects of the plan as Democrats rush to deliver it to Mr. Biden’s desk within two weeks.

The fight in the Senate is shaping up to be a bruiser but the American economy needs this package to get back on its feet and put the Covid economy behind us. Certain industries remain decimated by the pandemic and little will change that without the mass vaccinations that won’t be fully implemented until later this year. Therefore, the relief package must be passed in the mean time to sustain certain segments of the economy that are teetering on complete ruin.
